The entry line is the one that catches Britons out. The 180-day tourist stay comes from Resolución 22706. It was signed 10 September 2021 and took effect 1 October 2021. Its text exempts citizens of the United States and Canada, and nobody else. The United Kingdom stays on the three-month term in Resolución 22068.[1][2]
The treaty line runs the other way. It is the line US guides cannot give a British reader. The UK and Panama have a Double Taxation Convention in force. Panama’s own treaty list carries the counterparty as ‘Gran Bretaña e Irlanda’, among sixteen states. The US and Canada appear nowhere on that list.[16][17]
The other two lines matter less. They still bite. Britain has been part of the Hague apostille convention since 1964. That is decades longer than the US or Canada. It advises 6 months of passport validity and proof of funds of US$1,000. It also notes a US$40 departure tax. The Panamanian instrument asks for 3 months of validity and B/.500.[21][7] The gap is a margin, not a contradiction. The officer at the desk applies the Panamanian text. The FCDO advice errs wide. A traveller who arrives with the FCDO figures clears both.
The three months are a ceiling, not a right to live on. They grant no work permission. Repeat entries do not compound in any way a residency plan can lean on. Resolución 22068 also frames the change of status from tourist to resident. First name on the Friendly Nations list
