Panama Residency Requirements: The Shared Document Set

Panama residency requirements are not one list. Each visa category adds its own evidence, but every category starts from the same statutory document core that Article 28 of Decreto Ley 3 of 2008 sets out and every Servicio Nacional de Migración (SNM) requirements sheet repeats. This page covers that shared core, the legalization and translation rules that apply to every foreign document, how long each document stays valid, and what the main pathways add on top. The document core every pathway shares

Panama residency requirements start with one statutory list.[12] Article 28 of Decreto Ley 3 of 2008 sets a common document core. Every Servicio Nacional de Migración (SNM) requirements sheet repeats it, then adds its own items.[3] Learn the core once. Then any category’s sheet makes sense.

The core items, in sheet order:

  • Poder notariado and solicitud. A notarized power of attorney, plus the application. The POA must state your parents’ names and nationalities. That line appears verbatim on every sheet. It is easy to miss when you sign abroad.[3][7][8][10]
  • Three passport photos. The sheets say TRES (3) fotografías. Some older guides say four or five. The sheets say three.[12]
  • Copia cotejada del pasaporte. An authenticated passport copy. Firms also want the passport itself valid six months past filing.[11]
  • Certificado de Antecedentes Penales. Your police record. Article 28.2 wants it from your country of origin or residence.[12]
  • Certificado de Salud. A health certificate from a qualified professional. It must be issued within the three months before you file. Article 28.3 fixes that window in the statute itself.[12]
  • Declaración Jurada de Antecedentes Personales. A sworn statement of your personal history.[12]

Legalization: apostille or the consular route

Every foreign document must be “debidamente legalizado”. In English: duly legalized.[12] Two routes exist. Which one applies depends on where the document was issued.

From a Hague-convention country, the document carries an apostille. From anywhere else, it takes the longer route in Article 28’s closing lines. First, a Panamanian consular officer in the issuing country legalizes it. Then Panama’s Ministry of Foreign Affairs legalizes it again inside Panama.[12]

The convention list changes as countries join. So this page names no countries. Check your document’s country against the current list. Or let your attorney confirm the route before you order certificates.

Spanish translation: who may do it

Documents in any language other than Spanish must be translated by a “traductor público autorizado”. That is an authorized public translator.[3] The SNM sheets print that exact term. The wording dates to Decreto Ejecutivo 197. A translator sworn only in your home country does not meet it. Hold candidates to the exact term.

On order: firms say apostille first, then translate. No article sequences the two steps. The instruments simply require both.[12][3] The advice is still sound. Translating first risks paying for work Panama will not accept.

On cost: authorized public translators price by quote. Length, document type, complexity, and turnaround set the price. There is no public rate card to check a quote against.[13] Collect quotes per document. Do not trust fixed ranges on older pages.

The police row is the one live conflict. Kraemer & Kraemer states: “This document is valid for 6 months.”[11] Panama Legal Center states: “All police records has a time limit and is valid for 90 days”.[14] The statute sets no window at all, so this is practice, not law.[12] The two firms publish different practice. Plan on 90 days. The 6-month figure is the more commonly published one as of 2026-09.

No fetched source puts an expiry on apostilles themselves. The working rule is simpler. Gather the short-clock documents last. File while they are fresh.

What the core does not include

Two checklist items cause real confusion. Neither is universal.

Proof of funds is pathway-defined. There is no general bank-statement minimum for a Panama application. Solvency attaches to specific categories:

The wide “$500 to $10,000 in bank statements” ranges on older pages match no current sheet. Read them as outdated.

Proof of a Panama address belongs to the family pathways. The married-to-a-Panamanian sheet accepts a lease, a property title, or a utility receipt. Its own words: “Contrato de arrendamiento, Título de propiedad o recibo de servicios Público”.[8] The Panamanian-children sheet adds any other document that proves the address.[10] The Friendly Nations and pensionado sheets list no address proof at all.
