What permanent actually means
Panama permanent residency is an indefinite status. The pensionado sheet states it in one printed exception.

Indefinite is not unconditional. Article 31 of Decreto Ley 3 of 2008 names the cancellation grounds. The list: fraud, false documents, enumerated convictions, unauthorized absence beyond two years.[17] The maintaining-residency page owns that rule in full.
And indefinite is not citizenship. Naturalization runs on a consecutive-residence requirement of its own.[17] A permanent card does not shortcut it. The provisional-to-permanent page carries that boundary.
Two doors
Each path to it runs through one of two doors. One door is direct. The other takes two years.

The pensionado row is the load-bearing one. Its sheet grants the status directly. The no-extension line is printed on it.[10] The investment rows are referenced, not restated. Their detail belongs to their own pages. The student route sits in the other door. Decreto Ejecutivo 3 of 6 February 2026 created the subcategory for students with “por más de seis (6) años” of study.[9] The gaceta text has since been read, and it changes the shape: Article 4 runs a two-year provisional permit first, then the permanent application.[18] The 2026 updates page carries the decree in detail.

The four SNM sheets carry the same conversion mechanic, verbatim. After the two-year provisional term, the applicant re-submits the prior requirements. Two exceptions apply. The police certificate drops out. The cheques drop out.[4][11][13][12] The student decree runs its own exception: the re-filing omits the B/.250 Treasury payment.[18] That pattern is worth stating plainly. The two-step shape is not a Friendly Nations quirk. It is the norm on the modern menu. The table above shows both doors.

Two corrections the sheets force
Marriage is not immediate PR. Guides still print it. The operative sheet says otherwise, in its own words.

The route also carries cohabitation conditions and an interview. Two years first, then the second filing.[11]
The digital-nomad visa leads nowhere. The VCRE short-stay visa is a No Residente category. It runs eighteen months at most. No path leads from it into residency.[1][2] Remote workers who want to stay file a residency category. Friendly Nations counts as one. The visa and the residency are different tools, with different clocks.[3]
What the status carries
Permanent residency brings four documented consequences.
The permit is indefinite. The card is too. The permanent carné prints “Indefinidamente”. It needs no periodic renewal.[15][16]
Work authorization is separate. Even pensionado PR holders cannot be granted a work permit on it.[14] Friendly Nations holders who want employment file a MITRADEL permit. Article 17’s Panamanian-percentage rules govern it.[7][8] Permanent residency opens the labor market’s paperwork, not the right itself.
Presence has one rule. Absence beyond two years can cancel the status, unless justified and authorized.[17] The maintaining-residency page owns the statutory wording.
