What “Ramsar” actually means here
The Ramsar Convention, the 1971 international treaty on wetlands, designates certain sites as “Wetlands of International Importance.” The label is not a park designation in the Panamanian legal sense; it is an international recognition layered on top of whatever national protection a site already has, signifying that the wetland matters at a global scale for biodiversity, hydrology, or migratory species. A Ramsar site can overlap with a national park, a private reserve, or a mix of protected and unprotected land.
Panama’s Ramsar footprint is summarised in a single line in the official Ramsar Sites Information Service export: six sites covering 285,487 hectares[1]. That headline number is the easiest thing to remember and the easiest thing to misread, because the six sites are wildly different from one another (a Pacific bay, a Caribbean coastal lagoon system, an island-group mangrove complex, and a huge Darién freshwater wetland) and are not interchangeable. Understanding Panama’s wetlands means looking at the six individually rather than at the total.
The six sites
The authoritative list, with designation dates and areas, comes from the Ramsar Sites Information Service[1]:

A few things jump out of that table. The two largest sites, Golfo de Montijo (80,765 ha) and Bahía de Panamá (85,665 ha), together account for well over half the total area, which means any change in the ecological condition of those two bays moves the national number more than anything that happens at the smaller sites. The designations span 34 years, from 1990 to 2024, which is a useful reminder that Panama’s Ramsar list is not a static, once-and-done inventory: it has grown by accretion, with the newest site added only recently.
The two coasts, and the Darién
Reading the six sites by geography rather than by size reveals the real pattern. Panama’s Ramsar wetlands are spread deliberately across the country’s distinct hydrological regions:
- Pacific bays. Golfo de Montijo (Veraguas) and Bahía de Panamá (the bay on which Panama City sits) are the two great Pacific-coast estuarine systems. They are tidal mudflat and mangrove environments, and their international importance is tied to migratory shorebirds, which use these flats as stopover habitat on hemispheric flights.
- Caribbean coastal systems. San San-Pond Sak, in Bocas del Toro near the Costa Rican border, is a Caribbean coastal lagoon and wetland complex; Humedal Damani-Guariviara, also in the Caribbean north-west, is an island-and-coastal mangrove system. These hold the Caribbean-side mangrove systems that the Pacific sites do not.
- The Darién freshwater systems. Punta Patiño, on the Pacific side of the Darién, and the Matusagaratí complex, deeper in Darién’s freshwater interior, represent the third category, the vast, swampy, riverine wetlands of eastern Panama.
That three-way split is why “Panama’s wetlands” is not one ecosystem. A shorebird researcher, a mangrove carbon scientist, and a Darién freshwater fish specialist would each point at a different pair of sites as the important ones.
Matusagaratí: the new one, and a date worth getting right
The most recent addition, the Complejo de Humedales de Matusagaratí, is also the one where it is easiest to confuse two different dates. The formal Ramsar designation date is 28 June 2024, which is the date the site entered the official Ramsar list at 64,750 hectares[1]. The certification ceremony, however, took place later, at the Ramsar Conference of the Parties (COP15) in Victoria Falls, Zimbabwe, at the end of July 2025[2].
The distinction matters because the two events get conflated in casual reporting. The site was a Ramsar wetland from its June 2024 designation; the Victoria Falls ceremony was the formal international presentation of that designation, not the moment the protection began. If you are citing a date for Matusagaratí, use the 2024 designation for “when it became a Ramsar site” and the 2025 ceremony for “when it was formally certified at COP15,” and do not blur them into a single “designated in 2025.”
Matusagaratí’s inclusion is significant beyond the date. Adding a 64,750-hectare Darién freshwater complex to the list substantially deepens Panama’s representation of eastern-Panama wetlands, which had been comparatively under-represented relative to the Pacific bays.
Bahía de Panamá: the urban one
Bahía de Panamá is the Ramsar site most readers will actually see, because it sits on the bay that Panama City borders. Designated in 2003 at 85,665 hectares, it is an estuarine system of mudflats, mangroves, and fringing forest immediately adjacent to a capital metropolitan area of more than a million people[1]. That adjacency is both the site’s great ecological value and its central pressure: the same bay that supports internationally important migratory shorebird stopovers also sits downstream of a fast-growing city.
The upper Bay of Panama is one of the key stopover sites on the Pacific Americas shorebird flyway, which is the thread that connects this page to Panama’s broader migratory-species story. Where wetlands meet mangroves and the sea

Why tidal mudflats earn international status
The feature that earns several of Panama’s Ramsar sites their status, and that is hardest to explain to a visitor standing on one, is the tidal mudflat. A mudflat at low tide looks inert: grey, flat, apparently empty. It is in fact one of the most productive habitats on earth, because that mud is dense with the invertebrates (worms, crustaceans, bivalves) that migratory shorebirds depend on, and because the tidal cycle exposes it on a predictable schedule that migrating birds have evolved to exploit. A shorebird arriving on the Pacific flyway after a multi-thousand-kilometre flight does not need scenery; it needs fuel, in the form of those mudflat invertebrates, and it needs them accessible at low tide.
That is the functional reason the upper Bay of Panama and Golfo de Montijo are internationally significant. Their broad, gently shelving tidal flats are among the most productive shorebird fueling sites on the Pacific coast of the Americas, and removing or degrading them would remove a refuelling station that the hemispheric shorebird migration depends on. The Ramsar designation is, at root, an international recognition of that ecological function, a statement that a particular stretch of unprepossessing mud matters at a global scale because of what passes through it each year.
What a Ramsar designation does, and does not, require
It is worth being precise about the legal weight of a Ramsar listing, because “internationally important” sounds stronger than the instrument actually is. Joining the Ramsar Convention commits a country to the “wise use” of all its wetlands and to promoting the conservation of the specific sites it places on the list, but a Ramsar listing does not, by itself, create a binding protected area in the way a national decree does. In Panama’s case, the Ramsar status is layered on top of whatever national protection already applies: Punta Patiño’s Ramsar status sits on top of its status as a private reserve; Bahía de Panamá’s sits on top of a mix of protected and unprotected coastal land.
The practical effect is that Ramsar recognition raises the political and ecological profile of a site and gives conservationists an international reference point to cite when the site is threatened, but it does not by itself prevent a threat. The protection that actually counts on the ground still comes from Panama’s own legal instruments and from the management capacity behind them. What “international importance” is actually measured against
The phrase “Wetland of International Importance” can sound like a vague honour, but it rests on the Ramsar Convention’s defined criteria, and knowing what those criteria are changes how Panama’s six sites should be read. A wetland qualifies for the list when it meets one or more of the convention’s criteria (supporting a significant proportion of a migratory species’ population, hosting rare or vulnerable species, sustaining substantial numbers of waterbirds, or serving an important hydrological function), and the official Ramsar record treats the Panama sites through exactly that evidentiary lens[1]. The Bahía de Panamá listing, for instance, rests substantially on the shorebird-population basis: a site that holds a substantial fraction of the global western sandpiper population qualifies not because it is scenic but because it is numerically irreplaceable for that species’ annual cycle.

It explains why a tidal mudflat on the edge of a capital city sits on the same list as a remote Darién freshwater complex: both meet the quantitative tests for international importance, even though they protect very different things.
