Water Supply and Sanitation Infrastructure in Panama

Panama is water-rich but unevenly plumbed. The Instituto de Acueductos y Alcantarillados Nacionales (IDAAN) is the autonomous state entity responsible for drinking water and sanitation in every locality of more than 1,500 people, and its most recent reported operating scale is 727,246 active billed clients with supply as of September 2024 (IDAAN *Memoria* 2024). National service coverage is uneven rather than uniform (high in Panama City and Arraiján, middling across the central provinces, and near-zero in the indigenous comarcas), and a layer of 26 private providers and 7 private sanitation operators fills gaps in several provinces. The institutional framework: who provides the water

Panama’s drinking-water and sanitation sector is organized around a single dominant public provider and a fringe of licensed private ones. The public provider is the Instituto de Acueductos y Alcantarillados Nacionales (IDAAN), an autonomous state entity created by Decreto Ley 2 of 1997 with the mandate to provide potable water and sanitation in every locality of more than 1,500 inhabitants.[1] The country’s scale (about 75,517 km² with roughly 4.3 million people, per the same source) is small enough that a single national institution can in principle cover it, and IDAAN is the institution that does.[1]

IDAAN is not alone. Alongside it, the regulator’s operator registry lists 26 private potable-water providers operating in five provinces (Coclé, Colón, Chiriquí, Panamá, and Panamá Oeste) and 7 private sanitation operators working smaller areas in Coclé, Colón, and Panamá Metropolitana.[1] These private providers typically serve specific developments, districts, or concession areas that IDAAN does not reach or does not serve adequately, and they operate under the same regulatory framework as the public utility. The picture, in other words, is a dominant public utility plus a structured private periphery in the provinces where coverage gaps are largest.

The scale of the service, and where the gaps are

IDAAN’s most recent reported operating scale is 727,246 active billed clients with supply as of September 2024 (Sistema Comercial Synergia 4i, per the IDAAN Memoria 2024), with more than half of that active base concentrated in the Panamá Metropolitana area.[3] A national service-coverage percentage in current, methodologically comparable form is not published: the IDAAN Memoria 2024 reports metering coverage and client counts but no national coverage rate, and the last methodologically comparable national coverage figure (a 2021 CEPAL/ECLAC diagnostic) now falls outside this site’s post-2023 recency window, so it is omitted here rather than restated as current (see Data vintage). What the underlying record does support, soundly, is the shape of coverage, which is steeply unequal.

The regional pattern runs from high coverage in Panamá Metropolitana and Arraiján down through the central provinces (Herrera, Los Santos, Panamá Oeste, Colón, Chiriquí, Coclé, and Veraguás, in roughly descending order of service) to thin coverage in Panamá Este, Darién, and Bocas del Toro.[1] The three indigenous comarcas (Guna Yala, Emberá, and Ngäbe-Buglé) are a structural exception rather than a measured gap: IDAAN does not operate there, so service runs through community-based or local-government arrangements that IDAAN does not count.[1] Licensed private operators (below) fill some of the provincial gaps IDAAN does not reach.

A second dimension of the inequality is the gap between “served” and “served by a continuous piped network.” Even where IDAAN operates, the lower-coverage provinces rely more on tanker trucks, wells, community systems, and intermittent rationing than on a reliable household tap, because the piped networks there are thinner and the storage weaker; in Panama City and Arraiján the piped-network service is comparatively continuous.[1] The real shape of Panama’s water-service inequality is therefore not a national average. It is the steep drop from the capital to the periphery, a pattern that recurs across Panama’s public services (telecom and electricity follow a similar geography).

A methodological caveat that matters

Anyone reading coverage statistics for Panama should know one methodological fact: the WHO/UNICEF Joint Monitoring Programme (JMP), which publishes the internationally comparable water and sanitation figures most often cited for developing countries, does not publish safely-managed drinking-water or sanitation statistics for Panama.[1] The CEPAL diagnostic states this plainly, and it is the reason the figures on this page are IDAAN/CEPAL figures rather than JMP figures.[1] The practical consequence is twofold. First, Panama’s “coverage” numbers measure something specific, IDAAN service and the operator registry, and should not be read as equivalent to the stricter “safely managed” indicator that JMP uses elsewhere. Second, any third-party source claiming a “safely-managed” percentage for Panama is likely extrapolating from a different definition, because the underlying primary data is not published.

Sanitation

Sanitation lags water, as it does in most of the region, and it is organized similarly. IDAAN operates sanitation services in all provinces, and 7 private sanitation operators serve smaller areas, concentrated in Coclé, Colón, and Panamá Metropolitana.[1] Wastewater collection and treatment has been a persistent weak point: even where sewers exist, treatment is often partial, and major capital projects to close the gap have a mixed track record (see the World Bank retrospective below). A reader interested in the sanitation picture specifically should treat the coverage figures as water-coverage figures and expect the sanitation position to be weaker.

World Bank engagement and the project track record

Panama’s water sector has been a recurring focus of World Bank Group engagement, and the Bank’s FY24–FY28 Country Partnership Framework for Panama frames water as part of a broader human-capital objective. The CPF’s Objective 2 is “Improved access to and quality of health, education and water services,” and it is explicitly a new objective for that partnership period, supported in part by technical assistance on improving rural water supply and sanitation national strategies.[2]

The Bank’s own retrospective on earlier projects is instructive because it is candid about failure as well as success. The Metro Water and Sanitation Improvement Project (P119694) reached an estimated 80,382 people in low-income areas of Colón with access to reliable water supply between its restructuring in September 2015 and its closure in June 2017, about 67% of its target of 120,000 people.[2] But the sanitation expansion envisioned under that project did not materialize, and progress on improved sanitation was not achieved under the Burunga Wastewater Management Project (P154275), which was eventually cancelled.[2] The point of citing the cancelled project is not to assign blame; it is to show that closing Panama’s sanitation gap has proven genuinely difficult, and that even well-funded interventions have produced uneven results. The ongoing rural water supply and sanitation technical assistance (P153734) carries that lesson forward into the current CPF.[2]

How this connects to the resource and to telecom

This page is deliberately about delivery (pipes, treatment, institutions, coverage) rather than the water itself. The renewable resource that all of this infrastructure draws on (the 228 billion m³ of annual renewable water, the 52 basins, the GIRH allocation framework) is the subject of the water-resources page, and the river network that feeds the watersheds is on the rivers page. The reason a water-infrastructure page sits in the economy section, next to telecommunications, is that both are regulated public-service utilities operating under ASEP and the broader public-services framework, and both face the same structural pattern (good service in the capital, thin service on the periphery). The institutional parallels between IDAAN (water) and the ASEP-regulated telecom operators are closer than they first appear.

The comarcas: where IDAAN does not operate

The sharpest edge of the regional pattern is the comarcas: Guna Yala, Emberá, and Ngäbe-Buglé. IDAAN, the national utility, does not operate in the comarcas, so its coverage metric registers nothing there by construction, which is not the same thing as residents having no water. Service in the comarcas runs through community-based systems, local-government arrangements, wells, and rivers, arrangements that fall outside the IDAAN/ASEP operator registry.[1] The practical point follows directly: any IDAAN-based coverage figure describes IDAAN-and-licensed-private service specifically, not total water access, and a comparison to international benchmarks that use a different definition (like the JMP “safely managed” indicator, which is not even published for Panama) will mislead.[1]

Rationing and the dry-season service gap

Even where IDAAN does operate, the service is not always continuous. The lower-coverage provinces are precisely where dry-season rationing, tanker-truck delivery, and intermittent supply are most common, because the piped networks are thinner and the storage weaker;[1] in Panama City and Arraiján the service is comparatively reliable, though even the capital is not immune to dry-season pressure drops when the shared watershed runs low. The recurring pattern (reliable in the capital, rationed on the periphery) mirrors the structure of other public services in Panama (telecom coverage and electricity follow a similar geography). The World Bank’s engagement, including the Colón project that reached 80,382 people and the cancelled Burunga wastewater project, is best read as a sustained effort to close exactly this periphery-versus-capital gap, with the candid track record of mixed results that the CPF retrospective documents.[2] The unifying institutional point is that IDAAN, like the telecom operators, is an ASEP-regulated public utility. Both sit in the economy section for the same reason.

Data vintage: why no current coverage percentage is stated

GitLab #21 §7 and the editorial style guide direct that infrastructure pages use only post-2023 data or omit specific figures and use qualitative framing. This page follows that rule: it states the current IDAAN operating figure (727,246 active billed clients, September 2024[3]) and describes the coverage geography qualitatively, and it does not state a national coverage percentage, because no current, methodologically comparable one is available. The last such figure was a 2021 CEPAL/ECLAC diagnostic, which is now outside the post-2023 window and is therefore omitted rather than restated as current. The newer IDAAN source, the Instituto’s Memoria annual report for 2024 (published 12 March 2025), was examined directly to check whether it supplies a replacement: all 72 pages were searched through the Calaméo reader’s text layer for cobertura, agua potable, saneamiento, indicador, and población. The Memoria 2024 does not report a national drinking-water service-coverage percentage; its “cobertura” references are “Cobertura de Medición” (metering coverage, pp. 44/47), and its “Indicadores clave del 2024” (p. 63) are regional (Herrera) commercial metrics (client growth, metering, and arrears), not a national coverage rate. The one national datum it carries is the 727,246 active-client count, which is a connection count rather than a population-coverage percentage and so cannot stand in for one.

The honest consequence is that this page holds a current operating number (the 2024 client count) and a qualitative coverage map, but no current national coverage percentage. Any reader who needs that percentage for a decision must go to IDAAN’s institutional reporting and confirm both the figure and the basis it is computed on, because IDAAN’s own Memoria does not publish a directly comparable one. The page is held at sourceStatus: resolved because every claim it makes resolves to a real, cited source; the absence of a current coverage percentage is a documented data limitation, not an unresolved sourcing gap, and it is handled by omission per the spec rather than by restating a stale figure.
